Section 9
Federated Operating Model
A Central AI Hub for consistency, embedded domain spokes for relevance and ownership.
Enterprise AI requires both enterprise-wide consistency and domain-specific innovation. AI4EA therefore recommends a federated model based on a Central AI Hub and Embedded Domain Spokes.
Central AI Hub
Platform · Standards · Shared Services · Enablement
Embedded Spoke
Domain Team A
Embedded Spoke
Domain Team B
Embedded Spoke
Domain Team C
8 shared capabilities are split between hub leadership and domain ownership.
| Capability | Central Hub | Domain Spoke |
|---|---|---|
| AI Strategy | Lead | Contribute |
| Reference Architecture | Lead | Adopt / Extend |
| Shared AI Platform | Provide | Consume |
| Governance Standards | Define | Implement |
| Shared AI Services | Provide | Reuse |

| Business Value | Support | Own |
| Innovation Feedback | Coordinate | Contribute |
9.1 Central AI Hub
The Hub provides reusable foundations such as reference architecture, standards, shared platforms, approved model access, common controls, reusable patterns, evaluation capabilities, observability, FinOps, engineering enablement and communities of practice.
9.2 Embedded Domain Spokes
Domain teams own business-specific use cases, domain context, product integration, execution, adoption, business KPIs and feedback to the central capability.
Primary outcome
A scalable organizational model combining enterprise consistency with domain ownership and innovation.
